This paper discusses a method and apparatus for altering at least one selected region which normally exists above the earth’s surface. This region is excited by electron cyclotron resonance heating to thereby increase its charged particle density. The information detailed in this paper outlines the emergence of ‘inventions’ leading to HAARP (High Frequency Active Auroral Research Project). The benefit of using barium for electron precipitation is also detailed, as are detailed accounts of experiments that lead up to the development of HAARP facilities.

EPA PERPETUALLY “UNAWARE”

Another letter from the EPA claiming to be unaware of aerosol operations is included in this paper, despite the initial notification of accumulating evidence on the aerosol spraying on December 9, 1999. This is one of several communications from the EPA claiming to be “unaware” of any such activities. At this time, Carol Browner, the Administrator of the EPA, also refused to acknowledge the existence of a physical sample sent to her by certified mail on June 20, 2000, along with the refusal to identify the material in this sample.

PARTICULATE PHOTOGRAPHS

This paper includes photographs taken from a video segment on January 3, 2001 in Santa Fe, New Mexico showing abundant particulate matter in the air falling from the sky after intense aerosol operations. Observations made at this time show these particulates to be on the order of sub-micron to several microns in size. The particulates in the photos appear to be white, highly reflective, electrically charged and likely of a metallic nature. Citizens, professionals, and activists across the country are encouraged to participate in this nationwide effort of research, disclosure and establishment of accountability.

Further studies with a diffraction grating spectrometer have more definitively affirmed the identification of barium in the atmosphere as a result of aircraft aerosol activities. All research conducted so far continues to indicate a unique match to the element of barium. Additional work that has been completed also eliminates further candidates from the periodic table as being in the atmosphere. Three progressions of logic to support the identification of barium in the atmosphere are discussed in this paper.

BARIUM AFFIRMED BY SPECTROSCOPY

The unusual presence of the element barium in the atmosphere now appears to have been affirmed through the methods of spectroscopy. The results of current research are no sufficient to establish an analytical basis for the formal investigation of radical atmospheric changed induced by relatively recent aircraft aerosol operations. This Carnicom work further confirms the recent findings that have substantiated the unusual presence of an alkaline salt form in the atmosphere, as revealed through recent pH tests conducted around the country.

Additional fiber samples were sent to Carnicom that were found in Diamond Springs, California, Rancho Murietta, California, and Folsom, California. The material in these samples appears to be identical to that analyzed and documented previously. These samples also appear to be identical to those samples sent to the United States Environmental Protection Agency (EPA), the agency that refuses to identify the material in the samples. Photos of these samples are shown in this paper.

ATMOSPHERIC SALT CONFIRMED

It has been deduced and established from earlier Carnicom work and research (see earlier papers ‘A Case for Testing’ ‘Eight Conditions’, ‘Drastic pH Conditions’, ‘pH Test Alert’, ‘20 Times’, and ‘pH Test Results’) that a case for testing the atmosphere, water, and soil for alkaline salts exists. Testing of rainwater samples across the United States shows an approximate twenty fold increase in the level of hydroxide ions found in rainwater in the year 2000 versus a baseline period from 1990-1999. This paper discusses an experiment where electrical current applied to rainwater samples results in a chemical reaction that proves the presence of an electrolyte (salt form).

GEL COMPONENTS

A gel sample, identical to two others previously identified, is analyzed in this paper. This sample was sent in by a witness who found numerous identical samples in her yard after small planes and helicopters flew over her house just before the samples were found. There appears to be a clear cellular structure in the sample that absorb iodine stain readily and become darkened in color. Reports of serious ill health have been associated with this gel material.

This paper is an actual letter that was sent from California State Senator Hack O’Connell in response to a letter sent to him regarding the concern of aerosol spraying programs. His initial response seems to be that of concern, but he eventually directs the sender to NASA’s website and makes it clear that his belief is that these aerosol trails are indeed normal ‘contrails’.

This paper discusses the statistical significance of the measured startling changes in the hydrogen ion concentration in the clouds, precipitation, rainfall in the years from 1990-2000 in the United States. These atmospheric changes are correlated directly with the presence of sustained and extensive aircraft aerosol operations since the beginning of 1999.
