Senator Richard Lugar’s reply to a letter sent to him by an anonymous writer claims that Senator Lugar has tried contacting various government agencies regarding aerosol programs, including the Department Of Defense (DoD), NASA, EPA and others. According to Senator Lugar, each agency replied stating that these were contrails and that these trails are normal and formed by condensation. Senator Lugar also makes the claim that reports of illnesses have no basis in face, as there is no data to back up these claims.

A letter from the Environmental Protection Agency (EPA) to Clifford Carnicom states the intention of the EPA is to not analyze the samples sent to them by Mr. Carnicom previously. Rather, they attached their same letter of refusal from earlier in the year that describes their view that aerosols and such programs do not exist, and that it is normal contrails that are showing in the skies that people are reporting.

Two separate rainwater samples collected during the first substantial rains in Santa Fe, New Mexico on June 26th and 27th are analyzed under a microscope in this discussion. Both samples appear to show non-moving, double celled structures measuring 40-50 microns in diameter and showing up as separate structures and in clusters. After posting on the www.carnicom.com message board eliciting input from those with microbiology or microscopy experience in identifying these structures and receiving no responses, these structures were assumed to be pine pollen and discussion was discontinued. However, after receiving an anonymous response on the message board stating that pine pollen is used in clandestine genetic engineering experiments, this discussion was reopened. Anyone with microscopy and/or microbiology backgrounds who can help identify these structures, or give other relevant information regarding these structures, are invited to contact the Carnicom Institute with any and all data points to help in this regard.

SOUTH AFRICA FIBERS; NEWS REPORT CORROBORATES U.S. FINDINGS

A letter to the Rapport Newspaper in South Africa, Cape Edition on June 25, 2000 is the subject of this page. Sticky fibers were found falling from the sky and formed a blanket like appearance across fields, telephone poles, and barbed wire. Reports came in that cattle and lambs in the area had fallen ill after eating the ‘cotton-like fibers’, and farmers and town inhabitants believe the fiber origins are from airplanes seen in the area. These fibers sound identical to those found in the US and documented, tested and analyzed by the Carnicom Institute.

SYNTHETIC CLOUDS REVEALED

Photographs were captured and presented that show the effects of a non-aerosol spraying plane ‘cutting through’ a cloud layer, and the resulting evacuation of the clouds from the plane’s flight path. The absence of mass of the cloud materials after the plane passage shows the clouds to have density, form and behavior unbecoming of water vapor, and have all the appearances of being at least in part of a synthetic nature. The photograph captures demonstrate these ‘clouds’ not being fully of water vapor as may commonly be assumed.

A copy of a certified letter sent by Clifford Carnicom on June 9, 2000 to Carol M. Browner, the Administrator of the Environmental Protection Agency (EPA), is attached in this paper that outlines how Ms. Browner has been negligent in not investigating and analyzing hazardous biological samples sent previously to the EPA that pose human health risks. This letter makes clear that Ms. Browner and the EPA are responsible for reporting to the American public, and having not been forthcoming with an interest to look into the requests for sample analysis, Ms. Browner and the EPA are to be held accountable for the lack of integrity of the EPA.

Incidents are described where the Federal Bureau of Investigation (FBI) needed to be contacted numerous times regarding certain actions publicly committed or proclaimed against Clifford Carnicom, including impersonation, libel, hacking, and death threats.

A witness captured a photograph of a highly unusual aerosoll on May 12, 2000 at Magalia, California around 7:45 pm. The section of the trail that was captured and sent to the Carnicom Institute shows a strange curving snake-like wave within the trail itself. The camera setup that was used to take the photo is described as well.

Further testing of ground fiber samples previously collected and analyzed (see papers titled AEROSOL GROUND SAMPLES) revealed biological components in the fibers - numerous red blood cells, white blood cells, and unidentified cell types have been found in the ground samples. The red blood cells, readily visible after being subjected to immersion oil, appear to possibly be of a freeze dried or desiccated nature. Numerous pictures from the microscope video show these biological as well as unidentified components. The surfaces of the cells appear to be modified in some way, but electron microscopy will likely be required to establish further detail.

An interesting encounter by Clifford Carnicom is detailed where he witnessed unusual activity by a truck on Northern California’s I-5 highway. Clifford passed and was passed by a trucker who didn’t stop at weigh stations like the all the other trucks on the highway had. There were no DOT placards on the truck, and it was obvious the truck was hauling chemicals, as Mr. Carnicom could see a dripping yellow-amber-brown fluid that resembled fluid that landed on his car years earlier. As Clifford was getting the truck’s numbers, he was followed by a dark car that paced him no matter how fast or slow he drove. After pacing slowing down and pacing this car, the car took an exit. A second similar looking truck was detected on his return trip days later. A reader on the Carnicom chat board, after having read of this experience, let Mr. Carnicom know that the I-5 corridor had prepass for trucks installed back in 1994 that allowed trucks to be weighed electronically without stopping.
