This paper discusses a method and apparatus for altering at least one selected region which normally exists above the earth’s surface. This region is excited by electron cyclotron resonance heating to thereby increase its charged particle density. The information detailed in this paper outlines the emergence of ‘inventions’ leading to HAARP (High Frequency Active Auroral Research Project). The benefit of using barium for electron precipitation is also detailed, as are detailed accounts of experiments that lead up to the development of HAARP facilities.

EPA PERPETUALLY “UNAWARE”

Another letter from the EPA claiming to be unaware of aerosol operations is included in this paper, despite the initial notification of accumulating evidence on the aerosol spraying on December 9, 1999. This is one of several communications from the EPA claiming to be “unaware” of any such activities. At this time, Carol Browner, the Administrator of the EPA, also refused to acknowledge the existence of a physical sample sent to her by certified mail on June 20, 2000, along with the refusal to identify the material in this sample.

Additional fiber samples were sent to Carnicom that were found in Diamond Springs, California, Rancho Murietta, California, and Folsom, California. The material in these samples appears to be identical to that analyzed and documented previously. These samples also appear to be identical to those samples sent to the United States Environmental Protection Agency (EPA), the agency that refuses to identify the material in the samples. Photos of these samples are shown in this paper.

This paper is an actual letter that was sent from California State Senator Hack O’Connell in response to a letter sent to him regarding the concern of aerosol spraying programs. His initial response seems to be that of concern, but he eventually directs the sender to NASA’s website and makes it clear that his belief is that these aerosol trails are indeed normal ‘contrails’.

This paper is an outline of an investigative study group (composed of researchers with backgrounds in disciplines such as electronics, communications, medicine and others) formed to give an understanding of aerosol programs and other related scientific, government, and military programs going on in the United States. This report covers aspects of aerosol programs, including but not limited to weather modification, experiments, scalar weapons, High Frequency Active Auroral Research Project (HAARP), ongoing research and development by the government and military, and others. This report was devised in order to get people to focus on the critical and dangerous nature of these programs, and was added to the Carnicom website.

Numerous response letters and other documents are provided in this paper that have been received from government and military agencies in response to inquiries sent to them regarding growing alarm over aerosol programs. These replies vary in their misinformation, contain lies, fabrications and denials of such programs, and have been sent from entities such as the Air Force, Secretary of Defense, Environmental Protection Agency (EPA), Greenpeace, Attorney Generals, and more.

This article is a copy of a letter from Michael K. Gibson, Lt. Col., United States Air Force in response to to US Rep. Mark Green’s inquiry into aerosols, a.k.a. ‘chemtrails’. The letter states makes incorrect statements regarding the existence of aerosol programs, as well as stating that the lines seen emanating from aircraft are normal ‘contrails’.

USAF LT. COL. GIBSON EXTENDS LIE TO REP. FAZIO

This paper is the actual letter sent from USAF Lt. Colonel Gibson to Representative Fazio regarding the USAF’s official explanation of what aerosols really are. Lt. Col. Gibson sends a canned reply to an inquiry from Rep. Fazio explaining that aerosols are really condensation (contrails) that are harmless and normal, and that that aerosols are a hoax despite growing evidence of their existence.

Microscopy stills are attached in this paper from fiber samples that had been previously evaluated in an earlier Carnicom paper named BIOLOGICAL COMPONENTS IDENTIFIED that was published on May 11, 2000. Though a portion of this same fiber sample was sent to EPA Administrator Carol M. Browner six months prior to this paper, to date, Ms. Browner refuses to identify the material in this sample.
